well not only is soi fon have that ability she is also a young captain, I believe she is the second youngest next to Histugaya; and yoruichi also was her mentor so she should get stronger later on. Also she is inexperienced in fully utilizing her bankai just yet just like Hitsugaya is.

well look at his vice captain, then compare her to the captain. he is definitely the weakest. Also Komamura is one of the weakest yes since he couldn't do anything against kenpachi even after taking some hits from tousen. Soi fon isn't the strongest cause she ain't yourichi.
