No. The sole reason Soul Silver and Heart Gold are being developed is because the DSi doesn't support the Pal Park in the fourth gen games, what with the second slot being removed. HG and SS exist so that monsters which were previously available only through the Pal Park function will now be obtainable without the use of the GBA slot. Lugia is a bird that looks like a dragon who has a very powerful signature attack, can use water attacks, and is a psychic. Because that's the only thing that makes phoenixes special other than the fact that they don't exist. And that isn't even special because lots of things don't exist. In fact, Lugia doesn't exist so Lugia is a bird dragon phoenix who has a very powerful signature attack, the psychic type, and can use way too many water type attacks for a psychic/flying type.
