Matador is only hard in Nocturne because he's the first boss who forces you to use strategy The fact he kind of appears also of nowhere helps too, I suppose I see. In SMTIV, he's a 1/256 rare chance encounter. It's a set location, but he only spawns in one specific spot 1/256 of the time. General strategy is to just save outside of the shelter he's in, run to the spot and if you don't get a message warning you about a very dangerous demon, then reload.
