Actually Guile was based off on Stroheim, but that does not make Surge based on Stroheim as well, with all the cyborg stuff and shits.

Pre-Cyborg Stroheim, then.

Also, Gyro was totally inspired by Klaus from Tales of Phantasia. They even have similar facial marks...

Lt. Surge is known as The Lightning American. Apparently, he is or was an American soldier who fought in at least one war, during which Electric-type Pokémon saved his life.

It would certainly seem that way.

It would also make a decent amount of sense, all things considered. Remember, everyone who's part of the Gym is either a current soldier or a veteran.

All military bases allow anyone to waltz in and challenge personel to battles, then award the intruder.

There's that thick-ass door to the main area, too.

The stuff he gives you is to keep you from actually going further into the base, which is actually much larger than we ever see.
