Altera the Hun
ROFL, Lt. Serge is Stroheim now. Fix'd. Guess who Guile was designed after? Actually Guile was based off on Stroheim, but that does not make Surge based on Stroheim as well, with all the cyborg stuff and shits. Pre-Cyborg Stroheim, then. Also, Gyro was totally inspired by Klaus from Tales of Phantasia. They even have similar facial marks...
Rodykitty
http://bulbapedia.bulbagarden.net/wiki/Lt._Surge#Quotes Yeah, they made Lt. Surge's sprite blatantly like Guile this time around.
Roxas
When I say the entire Serenes Forest. I MEAN THE ENTIRE SERENES FOREST. Does Trials and Tribulations have JFA music, AA music, or new music? New music. It's a lot better. I don't think I'm your mom anymore... Yes, I did. *pat* Damn you Arion... :D

Roxas
Lt. Surge is known as The Lightning American. Apparently, he is or was an American soldier who fought in at least one war, during which Electric-type Pokémon saved his life. hey. Lt. Altera the Hun
There are American military bases in Japan, mate... Are you suggesting that the Vermillion City Gym is a military base? It would certainly seem that way. It would also make a decent amount of sense, all things considered. Remember, everyone who's part of the Gym is either a current soldier or a veteran. Sorry that I forgot that obvious fact. Edited September 11, 2009 by Ninji

The stuff he gives you is to keep you from actually going further into the base, which is actually much larger than we ever see.

And America has given all of the reasons why it's an in-universe US base.
