She's actually several hundred years old, but since she's in a Groundhog's Day loop, she's still got the body of a 10 year old. Thus the creepy adult voice. She's also Frederika (Furude Rika = Frederika) Bernkastel from Umineko no Naku Koro ni. No clue why she changed so much in such a comparatively short time, though...
