Flamethrower now comes at level 37 for Cyndaquil and 42 for Typhlosion. Lava Plume comes slightly earlier and it's only -15 in power compared to Flamethrower. I bet you'd love the Demonman in TF2. To a lesser extent, maybe the Soldier. That's a crapton of yelling. Those are one of the most common enemies in the game, along with bulls and dinosaur skeletons. You'll hear those yells a lot. Well once you get Lava Plume it's fine, but you should be using Ember to conserve Fire Blast PP then nuke with Fire Blast if you feel you can't KO | need the extra power. I mean Lava Plume would be about the longest I'd keep Cyndaquil a Cyndaquil tbh, and I'd still hit up Ember | Fire Blast before I wait for Lava Plume. Granted, it learns Flame Wheel as a Cyndaquil at Level 19 so maybe it's not THAT bad to keep him held from evolution for 5 levels (it's better than holding him off more for any other Fire-type move IMO) and its Atk stat isn't wtfterrible.
