Not 100% sure but I know I passed Flamethrower on a Charmander in GSC back when it wasn't a TM. It wasn't an egg move either and both parents had it. Still the fact he managed to lose so often (maybe 10-12 times in a row) was ridiculously hilarious. He learned his lesson though.
