Celice
It's a generic program for assembling maps for fun, and includes a feature that'll output the tile order in manners the user may choose. Google.
Raven
Mappy is a program used mainly for hacking than creative purposes. It's used more than just for fun, due to it actually being able to create file types (.MAR) which are able to be placed into the data of a game using a separate program used for insertion of such things (eg. MAR array inserter). If you want to create maps for no other purpose than to show off map making skills, you can use Mappy, but you would also need to get several palettes as well. It's easy to do once you're started and have everything you need and the settings are correct, but getting to that point is a bit of a hassle (as I found out when I first used it). Celice
The thing is, it wasn't created for ROM hacking, just map making. Just because some niche fandom adopted it for such a task does not mean its purpose is that. It's used for creative purposes rather than hacking, unless you're only staring at a minute portion of the wall that is the internet. Then you're provincial :D
