This means movement leveled up. The other is text and an weapon Icon. This means weapon rank leveled up. @Resistance: MAG stat is universal in this game. As in, it works for both Offense and Defense so that MAG stat you see there is both the MAG AND RES you'd see in the likes of FE10. Yes, Pure Water makes you do more damage thanks to this. Mind you, you can only get your items back by visiting one of these houses or in the battle preparations of every chapter. You can't just make someone go next to Leaf to retrieve an item there.
