I thought it was +5 Swanchika is pretty awesome if you can block critical hits and Luna. Or in the other FE games where criticals are triple damage. But yeah, it's pretty bad. If I were to tier the holy weapons, I'd say: Narga (duh) Holsety (Loptousu) Balmung Gungnir Falaflame Gaebolg Ichival Thorhammer Swanchika Tyrfing Mistoltin Not tiering Valkyrie for obvious reasons. My list: Narga Balmung (never got Holsety but Balmung's lighter) Holsety Mistoltin ThorHammer Gungnir Falaflame Gae Bolg Tyrfing Loputousu Swanchika Ichival Valkyire But it all depends on the user though. For instance, if you could play as a major Tordo with the Critical skill, I'd put ThorHammer at the top, right under Narga.
