Tiled Map Insertion Question

If there are fifteen ways to do something wrong, I'll find a hundred and seventy nine.

So I'm trying to insert a map that has some map changes into my ROM using the Tiled program, and I keep getting the error "Unassigned tile in map. No data written to ROM" every time I try to insert the map into the ROM. I've checked and double-checked to make sure all my map changes are on the right layers and have the right properties. If anyone could tell me how to fix this, I would appreciate it mightily.

Well, I can send what I think a map file is.

You need to finish all the tile changes before you can insert the map. Tile Layer 2 and 3 are completely empty.
