He's probably a better choice to use the item but he is the best choice to get it in both routes as well (IIRC he has to in Eirika's route). Um, not only does the pirate drop it in Eirika's route, the pirate who drops it is in the middle of the ocean. I can't remember off the top of my head if he can be lured to the beach on turn 1 by a footsie, but I know Colm isn't the best choice for doing it anyway.
