Pokemon Conquest includes...WAIT, that guy again?

So the villain in Conquest is...Oda Nobunaga?

Really? For those of you who are unaware, Nobunaga was an actual Japanese ruler and famous warlord. He was at least historically significant enough to be in Civilization 5. Which is understandable, considering it's a game all about history, but now he's in Pokemon? Wasn't he in an Onimusha game too? And there are so many variants of him, in some media he's a woman, in some he's like the King of Demons, it's confusing.

But what is it about Nobunaga that makes the Japanese want to put him into every single game! He's an extremely significant figure, but Ubisoft doesn't toss Napoleon into all of their stuff, nor do we get Abe Lincoln shooting the bad guys in CoD. Is it a cultural thing? Does anybody know more about the Nobunaga phenomenon?

Well it's a cross over game of Pokemon and Nobunaga's Ambitions series, so naturally Nobunaga is in it.

As to why Nobunaga is in Nobunaga's Ambitions, it's perhaps the most interesting part of the Japanese history (at least story-wise) and as such is more prone to be fictionalized into creative works such as videogames.

He was in a Kamen Rider OOO movie too. It was unfathomably cheesy.

I'm not sure why this guy + pokemon = PokéFantasy Tactics (especially since Nintendo already has a far superior SRPG series to copy) but eh. Definitely a purchase once it's available.

Because it was made by Tecmo-Koei, the Nobunaga's Ambition people, I'm assuming they asked GameFreak if they were interested in a crossover to bring something a little different to their series. Since Pokemon has so many spinoffs anyway, I'm not surprised that they agreed to something like this.

Well, people have already cleared up that this is a crossover with Nobunaga's Ambition. Anyway, all NPCs in Conquest, even the generic ones without their own art, are mostly based on real people too. The designs and personalities of the cast here are specifically based on their fictionalized versions from the "Samurai Warriors" series, another game from Koei, the producers of Nobunaga's ambition (some are portrayed as younger than usual though, while other come straight out of Samurai Warriors 3).
