Does Harder mode the Recritable gain Extra Stats... or don't (I cried when I discovered that Fiona wouldn't gain better bases on had mode in RD) ?_? Fiona is technically not a recruitable enemy (she turns NPC and then joins automatically) so its no wonder she dosn't get HM bonuses. As for this game though, I'm really not sure... Marth should be able to take out Medeus in two hits (four at most after healing on the throne).
