It says it comes from an enemy thief reinforcement on Chapter 10, but I've already been waiting for 18 turns in that chapter (with Ellerean still unrecruited since I think that stops enemy reinforcements) and there's been no reinforcements whatsoever. Outside of the building to the right is a pretty convoluted place to stick that enemy thief reinforcement. Well, at least I know how to get him to show up. Also... If u glitched the map before Turn 10 (No attacking glitch), the Thief won't come. Glitch? What is the no attacking glitch? The thief showed up for me after I tried out Vincent's advice.
