She shows up in every game besides Fire Emblem Gaiden. The constant presence is only explained by that. At least until they explained that she was Nurse Joy. She's just linked with the RNG as a part of fanbase in-joke. So when characters get really bad level-ups or really amazing ones, we often look to our blessed RNG Goddess in times of both turmoil and tranquility.
