A bit of both. It doesn't have to be one or the other. You can look cool/sexy/pretty/cute without flashing your panties like Camilla/Charlotte.

I dunno, at least make some sort of sense that isn't "hey lets just dress as sluts to bring over a shittier fanbase".

edit: although now that I think about it I guess you just took a different approach from everyone else when you saw the word "practicality"

when you think of it in that sense preferring one doesn't really negate the other though, so I'm not sure how well that viewpoint works for this question?
