Wouldn't happen on the PoR side of things as even the third banner would probably have units like Greil, Geoffrey and the like so we'd be waiting on Radiant Dawn which would start with the Dawn Brigade. They are a ways away, but I think they'll show up before any other dragon, and I agree on Hone Dragons/Black Tide. EDIT: Unless we were to get an FE6 Tempest with Idunn or Yahn GHB.
