For example, it would be bad if characters like Edelgard and Dimitri did not develop throughout their story. On the other hand, Sam from the lotr book barely has any character development but is still a great and likable character. Part of his whole arc in Path of Radiance is that he isn't changed by his trials, as Nasir expects. You might say he comes into his own as a leader, but even then that's more about other people accepting him more so than him needing to change any aspect of his personality or outlook.
