What about the thousands of countries who conquered stuff also? How is Nohr different from England, France, Macedonia etc.? I think the assumption of "Rome" came from the first trailer where they showed the ancient war between Nohr and Hoshido. There was also this giant whose face is actually a famous ancient sculpture though I can't remember the name of it. You're right though. Mouth of Truth, Venetian boats, Paladin helmets, and Marx has a Roman emperor feel to him. In truth they take influence from a lot of European cultures, if not sraight up fantasy.
