Most units in Fire Emblem are redeemable or have marginal use - even in a more hyper-efficient sort of manner.

If we want to talk about something that actually is useless in a game no matter how hard you try - Jogurt from Shining Force makes any character in Fire Emblem almost Seth-like quality.

Jogurt is the literally the best thing about Shining Force. The worst thing is the enemy phases. We shouldn't have to scroll to units that aren't doing anything!

They're the type of people that declare that it's their turn. Then they end their turn because they can't do anything.

But all jokes aside, I think that eclipse nailed the circumstances where useless would be recognized easier. But as said before, even some like Tomas have mild use.
