Questions regard to Powersaved Skills on Streetpass Team

I've heard of streetpass teams with hacked skills before, but is it possible to recruit their Avatar and still keep their hacked skills too?

That would definitely make them into OP guest Avatar!

Yes. You can. I've recruited an Avatar with Aether.

In fact, I'll add more information than you've asked for.

Hacked skills can still be transferred to the hacked character's children. So if for example you gave Sully Galeforce and had her marry Chrom, putting Galeforce in the 5th slot, both, Lucina and Kjelle would be able to inherit it, despite the fact that Sully cannot normally access the skill and under the specific pair-up, neither can they.

If I remember correctly, I also heard that the Powersaves skills would disappear if you remove them from the slots.

This is also true. They're not learned as intended, so the game removes them permanently if removed. You can always reapply them with Powersaves though so it's a non-issue, really.

Units in the Avatar Logbook can also permanently retain hacked non-enemy skills if you remember to update their Logbook entries and rehire them.
