IS is entirely capable of making a banner that's just "pick whoever you want to summon from this group". That is exactly what they did with the AHR Engage Cup that they held a bit before Engage's release, and they let us pick between twelve units from that.
IS could easily do the same thing with the top eight of A Hero Rises, but they apparently find it funny to instead let Voting Gauntlets determine what we get.

The green dream was realized once again, as Peony, Dimitri, Claude and F!Alear are the winners of the first round and will all be featured on the AHR 2024 banner.
Also, imagine being an academy house leader who (yet again) doesn't get to appear on the AHR banner. RIP Adrestian bozo, for the sixth time in these AHR Voting Gauntlets.

As it turns out, that would be a product of IS's refusal to use Jugdral with any sort of consistency on Special Heroes banners.
The most recent seasonal 4 star focus unit from Jugdral was Scion Lewyn in 2021......who was already used in the third set of Divine Code paths. They also had to use a 5 star (Scion Julia) to start the Jugdral path in the fourth set of Divine Codes.

Fallen Alear doesn't have to be the Alear from the past. There's also the one from the bad ending you get if you lose on the final map.
Also, past Alear never using Wille Ganz shouldn't matter at all to FEH anyways. Due to FEH, Mulagir has more or less become Lyn's signature weapon even though Mulagir isn't even obtainable in Blazing Blade.

A Fallen Lumera should be Sword Infantry (again) since she never uses her dragon form in Engage’s actual gameplay (unlike Rhea / Seiros in Three Houses).
There is also a good chance that Wille Ganz gets used by a Fallen Alear instead, though.

There’s also that concept art for an older Sanaki that went unused. I would kinda like to see that realized in FEH.

Gharnef also made illusions of Elice, Maria and Lena. He had them (and Nyna) all kidnapped to use them as sacrifices to Medeus.
So, we could theoretically have an entire banner of Gharnef in drag.

I hate Edelgard so much that I will very likely go with Peony even though I already have Peony and not Edelgard.
Besides Dimitri, I have (or in Claude’s case, had) everyone else here. I am not going with Dimitri because I’m actually that done with Three Houses at this point.
Besides, I can get behind supporting the green dream especially when it comes at Edelgard’s expense.

Mirabilis is actually decently likely here, unfortunately for me. They had her JP voice actress (Misaki Kuno) cover Safy last month.

The fact that Engage calls it "body arts" makes me think this even more, because it looks like they're trying to make the category be less restricted.
To me, Legendary F!Alear was the last nail in the coffin for gauntlets / body arts ever being implemented. For context, Alear's promoted class in Engage gets access to body arts and Legendary F!Alear is very clearly using a body arts scroll (it's attached to her waist in her art).
.......And Legendary F!Alear is instead a dragon unit who doesn't transform into a dragon. I personally can't see gauntlets / body arts ever being implemented into FEH after they did that with Legendary F!Alear.

Hyacinth's class is Martial Master, and that class uses staves and body arts (Engage's version of gauntlets from Three Houses). Though when he wields Emblem Lyn, Hyacinth also gets access to swords (Mani Katti) and bows (Killer Bow).
Since Heroes has no interest in adding gauntlets / body arts as a weapon type, I suppose Hyacinth (and by proxy, Framme and Jean who are both Martial Monks) would be a staff unit by default in Heroes.

I’m just going randomly guess we get Legendary Celine and Emblem Celica. Gullveig and Kvasir both getting re-run this month makes me think a new Emblem is likely here, at the very least.
It could either be sword or red tome Celine and staff or colorless tome Celica, or red tome Celica and staff or colorless tome Celine.

It is technically possible for Edward (or Leonardo and Nolan) to be demotes but still get their Prf weapons. It’s not particularly common, of course, but demotes with Prf weapons do exist like Seteth, Lex, Orochi, and F!Shez.

Basically, the above list is comprised of majority Engage (even with four characters just coming off of the list), a couple of TMS characters, and two FEH Book VIII OCs who are guaranteed to be playable by the end of 2024.
That basically leaves Stefan as the highest ranking missing character who isn't from Engage or TMS. Therefore, he is pretty likely to be the GHB unit that accompanies the CYL8 banner assuming IS doesn't shoehorn a Fodlan character in that spot instead. The highest ranking Fodlan character not in FEH barely ranked inside CYL8's top 150 (Rodrigue at 148th).

I mean, in Mauvier's case the Flame Lance was already given to Petrine, and she definitely doesn't seem like the type who likes to share.

Yeah, these are all the FE characters that Koyasu voices: Navarre, Lon'qu, Niles, Saber, Lewyn, Pent, Seteth, Validar (who was just added to FEH two months ago), Kagetsu, Fehnix (not playable but also counts, I guess).
Koyasu kinda stands out among this game's Japanese voice cast as there (at least, when compared to the English voice cast) aren't that many other JP voice actors who voice four (or more) different characters.

They never list all of the characters who appear in each Forging Bonds story. If they did, Fjorm's name would always pop up.
As for Kagetsu, they aren't being very subtle as to why he is on this banner. He, Seteth and Navarre are all voiced by Takehito Koyasu. Don't be surprised if Saber and/or Lon'qu also show up in Kagetsu's Forging Bonds.

SHIT, I really wanted this banner to go to Archanea so that I could ignore it.
I guess my orb saving plans get to be put on hold......for about the umpteenth time now. Also, GHB Mauvier instead of GHB Griss greatly disappoints me.

As someone who has played a lot of Challenge Cup in Pokemon Stadium 2, you really should be using Thunder in your example instead.
Yes I know it has worse accuracy (70%), but that 70% sure feels more like a coin flip (50%) a lot of the time.
Coincidentally, the average VG match is also essentially a coin flip.
