I've seen an argument that an ad hominem has two kinds: the fallacy kind (the one I mentioned) and the attack kind (where you just insult someone without necessarily saying they're wrong). So you may still be right. But I've never seen professional philosophers use "ad hominem" in this way, I only read one article on it, so I'm inclined to say that it's wrong to assume there's a non-fallacy ad hominem, as definitions often tend to be decided by majorities and a...

You could if they were more useful than the alternatives, but they aren't in those cases, so.
For example, I will deny that literally has a secondary definition 'virtually' because it more useful to me to have a word that is distinct from virtually. The majority made a decision, but it is a stupid decision, and I will enforce that onto them as best I can. As it was once said,
