There's even an official English translation from a leaked unreleased FFII cartridge (Yes, not a fan translation, but it's poor since it's like a first draft), so they could have eventually released it. But, by the time they were done, it was safer to just translate FFIV (And modify it) since the NES was phasing out. Same deal with FFV.

I think it was skipped for the same reason FFII and III were: The newer games had already come out so better chance of profit with it.
