AFAIK, you need to adjust at least two things for the fog to properly work. 1. You need to set which fog graphic to use. 2. You need to set the fog opacity. I assume you've missed the first thing, which I sometimes do. Otherwise, you might also want to set the fog as its own parallel process event.
