Whenever a random enemy (not a boss or recruitable character) appears on the map, they are automatically leveled up to whatever level they are, the class growths are used in this case just like normal character growths. I think this because I have played some chapters, screwed up and restarted, and realised that some enemies had different stats than they did before.
