I'll note that Weavile WAS banned earlier, but got unbanned, though that was back when Buzzwole and Conkeldurr were still in UU to keep it in check. Will know that Aurora Veil was b7 because it was too abusive - it halving damage for 8 turns (with Light Clay) essentially gave the user a huge advantage. Also, setup sweepers could easily get out of hand with its effects. In RU in particular, counter play was limited to Defog, which wasn't in the best of states - it didn't help most Defoggers were weak to Ice.
