I can understand for recovery reasons, but I always have a tendency to spam my TOP move whenever I'm in the zone, so I usually leave it in the front. If you're lucky/spammy enough, you might even have a Super ready when your opponent enters his TOP bar and, assuming you hit perfectly, can pretty much make it vanish right away.
