I've seen nothing but 0% Hit in the enemies. And he crits, ALWAYS. Tobikage is the one in white. Now, as I unfortunately see, you get eventual control of the mecha, which seems to greatly depower it from it's NPC status (Mainly from 99 to the Level of the pilot. I know in Compact 2 you can get one (though Four isn't playable there, or appears at all, for once they have Rozamia be in the bigger spot between the two). What routes are you planning to go through? I went with Manami, and choose the OZ route. Although, from what I heard, the units you get in the other route (Independent), are vastly superior. Independent, Complete Pacifist, and OZ routes. From CP you can get Minerva X, and MP Great. Independent, a Methuss Kai, Gundam Mk-III and Neue Ziel. OZ, Zechs will join. You can get FA Hyaku Shiki Kai and MP Gundam as well as the Epyon/Talgeese III. You can use Gato for a while, and even Treize in a mission. By the way, if you choose one of the Reals, don't go the OZ route. I think there's a bug in which Daitarn 3 never rejoins in the OZ route if you have a Real.
