Being the first doesn't mean it's more important. It's just one possible definition amongst several ones. >_>

The second meaning can't be used here. Notice the wording used:

Second meaning: "A reason or set of reasons given in support of an idea, action or theory".

To the first: "An exchange of diverging or opposite views, typically a heated or angry one".

You could say we present arguments, since those would be our reasoning of our views, as the second meaning states: "A reason or set of reasons given in support of an idea, action, or theory". But we're not arguing, since the second meaning only says it's the views themselves, not our exchange and talk of them, which is what the first meaning states: "Exchange of diverging or opposite views". But in this case it's not an argument either, since it also states "typically a heated or angry one". So yes, the word has more than one meaning, but in this case, both meanings carry different statements.

Now, you could say "typically" is a key word here, since it implies that it's only a mostly present requirement, not a mandatory one.
