When it's full, you level up. In addition, on the announcement page, there is a list of rules that you should follow with all of your posts. This list is designed solely so that the moderators have a high level while you have a low one. If you wish to level up, you have to break as many rules as possible. Outrageous cursing, obscene comments, and flaming and trolling are all very good for experience gains. You get bonus experience by cursing out and insulting the mods. After you do that for a long enough period of time, the mods will reward you by bestowing upon your profile new features. And then you reach the next level.
