If you have the PAL version, I'd assume they simply didn't bother to adjust it for the rest of the world. Another option is that the American (I'd assume there is one) that is part of the translation team set it up that way. If he thinks that is how it is supposed to be, then nobody would right a note that they should change it for the PAL version since he thinks it is correct. And if you believe the survey (granted they didn't give a link to the alleged survey) then in the U.S. your statement is not true. Allegedly, in 1993 90% of Americans pronounce "herb" with a silent h. If you are in the States, then I guess you just haven't met enough of those people. If you aren't in the states, then that explains why you'd think that herb is most commonly pronounced with the h. edit: gee, I type slowly sometimes.
