Surge's outfit from Pokemon Heart Gold/Soul Silver is a complete rip-off of Guile from Street Fighter. He's a lot more obscure than Guile, but he's a fusion of Stroheim from JoJo and Brockenman/Brocken Jr. from Kinnikuman. Unlike Guile, though, he's actually a cyborg.
