Scarlet
Aside from a bunch of warp staves, I don't recall there being anything really useful here.

TheEnd
Well, you don't need warp staves to clear the game... they just make your life much easier.
Icon of Sin
Aside of Warp staves there's also plenty of nice high level weapons and some utility items like Hand Axes from Mercs. This said, you can always try to tank the enemies in chapter 22 if you feel like it. Delmud and Nanna together for Dual Charisma, Glade, Xavier and Fin for leadership stars, maybe Sun Sword users like Shiva and Parn and you're usually set. Do bring some Restore staves against Cyas (18 magic Sleep + Silence) and Coen (12 magic Berserk) or you could always try to steal them with Tina. Berserking Reinhardt with Coen's stolen staff is a viable strategy.
Celice
Don't if you stand still for a huge number of turns, Cyas goes away? Tell him to go away by not moving :P
Former Guest
Aside from the warp staves, there are a lot of silver swords and hand axes for a well-trained Lifis to steal as well from the hero reinforcements as well as a rare Tornado tome and extra copies of Thoron. You can have Tina steal Zaom's Blizzard and pick up an extra unlock staff for her. I don't even mind waiting out the chapter to plunder many of the Schwarze Rosen dark mages. No such thing as excess in this case because you can't forget the equipment from stealing/capturing accounts for most of your funds - the following chapter's vendor sells master seals and you can only acquire a dozen free of in-game cost. Personally, I feel the best tanks in chapter 22 against all the armors, reinforcements and ballistae are fully supported cavalry and infantry with 15+ defense, but both generals work out as well. Characters with leadership stars and Charisma on hand. The defense cap of 20 is painfully evident in this chapter. Reinhardt and his mage knights plus the bishops with Bolting are best left intercepted on the enemy phase to the army's sages, high priestesses and dark mage. Scarlet
Don't if you stand still for a huge number of turns, Cyas goes away? Yes, he leaves after 40 turns (or after you attack him, whichever comes first). You don't necessarily have to remain in one spot, though; you can use that time to make the ballistae waste their bolts or to use the arena or something.
