In most every Fire Emblem, the first time through I end up picking up whichever characters I find most interesting. After that, I always consult how many units are allowed to be brought into the final chapter, and generally use that many characters only.

How many you should use is dependent on how you play :/ Generally, you're going to have some wiggle room if you want to add or drop a character in Book I. Book II gets difficult a tad quicker, so you might not have as much safety net to play around with who and who not to use.

I prefer using 15-20 characters, all promotable, except for Book II where 4 unpromotable characters are needed for recruiting purposes. I also compare by overall added stat growths per character. As for promotional item locations it should be on the SF resource on the main website, you just have to look for it.
