Considering that staff exp goes up at a snail's pace, he WILL need someone for Restore if he doesn't want his Rage Rate to hit MAX because this is FE6, where nearly everyone that's not a paladin or pegasus knight has [REDACTED] for Resistance. Oh wait, ballistae make his life hell. And honestly, I don't see Zeiss as turning out good enough to be worth the pain of babying him, considering he joins right before the route split, with both routes being kinda unkind to him.
