Technical Answer: Because the Wii spins around SSBB ridiculously fast so that there would be less loading time. The same happens to games like Monster Hunter Tri, Xenoblade, and Legend of Zelda: Skyward Sword, and it really hurts their longevity. From what I've played of Ness, his Up-Smash would be a good way to keep people with high damage in the air, and it helped a bit. Want to talk about crappy moves? Ness' neutral and down B.
