Though in all seriousness, I get antsy if the enemy has a crit chance and a crit would kill.

Personally I find that axe faire is worth passing down if only for female heros getting the boost.

Ehhhh, I never really cared about passing down the level 15 promoted skills.

Also, skills like Focus seem to be more useful for the enemy than for the player.

I don't remember concentration being in fe 9. But daunt was bassically anathema.

Well, Daunt was more of a reverse Anathema, actually. Anathema drops evade and crit evade, whereas Daunt drops Hit and Crit. And I'm referring to the skills that require no allies within a 3 square radius, specifically - the benefit isn't nearly enough to warrant fighting alone. (Relief is exempt since it requires no units around)
