NinjaMonkey
It has to be in the top percentage of Rattata. How are you going to beat Morty? Rattata doesn't have access to Bite in Gen 2. Edited May 12, 2012 by NinjaMonkey
Icon of Sin
How are you going to beat Morty? Rattata doesn't have access to Bite in Gen 2. The Dig TM should be compatible.
Espinosa
There's also Pursuit learnt at lv. 27, but Dig will be a bit more effective, and you do probably want to OHKO them all before they start using Curse.

Espinosa
Probably Adamant nature. Even with Blizzard, don't expect to deal much damage to Drake's Dnites. You'll be using Hyper Fang/Return, Crunch/Sucker Punch, maybe U-Turn most of the challenge. Buy lots of X Attacks and then hit stuff. Super Fang will prove very useful against stuff you can't really hurt very well, like Steelix. If you don't want to abandon hopes of using special moves effectively, there's always Charge Beam (but might as well use X Specials instead, since those don't miss and work all the time). NinjaMonkey
Also, Guts would be preferable over Run Away, ability-wise.
