Wouldn't call it best in terms of story (lots of FE do better) or character illustration (I like the Tellius ones better), but in other aspects FE13 is great. While I don't know the story exactly since I can't read japanese, every other gameplay feature, especially the double system all hold up extremely well and it's the funnest to play in my opinion.
