A Hemiola is when, (in music) a rhythm does not match up with the amount of beats in the time signature. I.E, patterns of three beats in a 2/4 time signature. This gives a feeling of movement, as a different note will fall on the beats each time. Taking the intro to this piece, for example:

It's in 2/4 time, but the background notes are in patterns of three. Tons of pieces use this, such as this segment of the 1812 overture.

In this case, it is a pattern of two beats (four eighth notes) in  3/4 time, and it's used to help give the feeling of slowing in this case, in addition to the tempo.

 

 

Bad explanation.
