nihon siki is a valid romanization scheme. In fact, in that it can be used for 1-1 mapping without loss of information, in some regards it is superior to hepburn.

To be fair, I only just realized you didn't actually use nihon siki, but yeah. I just responded with knee-jerk default reaction.

serious answer: because it still approximates the sound made fairly well

appropriate answer: it was just going to be a throwaway thing anyway until hextator responded and then it got real

When it's spoken quickly in casual conversation it is often said as "suimasen". I guess that can be kind of close to a really soft "g" sound. >__>

Well, sugimasen would be something like "(It is) Not too much." But in that case it's added to the stem form of a verb or adjective to describe it. Such as 食べすぎません tabesugimasen (Will not eat too much), or 高くすぎません takakusugimasen (Not too tall). I'm not sure if it would be used by its lonesome.
