lightdasher
I did a little research, it's not the fact that they DON'T have a gender, it's that the gender is unknown! I mean Lugia has a baby in Pokemon, female Lugia So, what genders would you give what Legendaries? For me It'd go like this. Mewtwo and Mew : Both, the new movie has a female Mewtwo, but the older movie has a male Mewtwo, and the fact that Mewtwo is a clone from Mew, wouldn't there need to be two to begin with? The Legendary birds (Articuno, Moltres & Zapdos) : I'd say all 3 of them are female, I don't know, they just give off that Vibe of femininity. Next comes the dogs, I'd say Suicune and Entei would be male, and Raiku would be female, although I can see Suicune as a female too, but something just tells me that it'd be a 75/25% ratio. Lugia I'd say would be both, the anime shows that there is, indeed more than one legendary, whether or not it's a 50/50 chance however I'm unsure. Ho-oh to me feels like a woman, or a fabulous man. Celebi, female hands down, but again it could be both, the mystery dungeon games (if you count those as canon) show that there is more than one Celebi. The Regis except Steel are all male, Steel gives me a womenly vibe, although I was talking with someone who thought Ice would be the female, opinions are nice c: Rayquaza and Groudon to me feel Male, Kyogre feels female, just one of those things that just you just feel. Latios & Latias, not much to say, we have a canon legendaries with a canon genders. Jirachi, I'm not too sure, I get both female and male vibes from this Pokemon, so I suppose I give it a 50/50 Deoxys, it's Alien so it could be either. And I'm going to halt my list here for the time being, I feel like I'm just dragging the same point over and over, but I'll reply in too with my other thoughts on this. Like the legendary Lake Gaurdians, they all feel female to me, even Azelf.

Lord Glenn
I think that outside of Mew (probably leans Female, given how Pokemon breeding works, but could go either way - maybe 1/8 Male?), the Regi trio (probably Genderless, but if a Beldum can breed with a Ditto, I don't see why other Genderless Pokemon can't either (for that matter, why can Beldum only breed with Ditto? Ditto is basically a mirror, so why can't it breed with at least itself too?)), Latias, Latios, Deoxys (also probably Genderless), Regigigas (Genderless like the other Regis), Cresselia, the "Swords of Justice" (probably Male, as they're based on the Three Musketeers and d'Artagnan - though I'm sure that since they're just an homage to the classic novel, they could easily be changed), Tornadus, Thundurus, and Landorus, the rest of the legendaries should be 50/50 or remain Genderless. I think this is my main grief with genderless pokemon. ):
Silver Lightning
It'll probably never happen, but if they had genders this is how I'd see them: Articuno: Female Zapdos: Male Moltres: Male Mewtwo: Male Mew: Female Entei: Male Raikou: Male Suicune: Female Lugia: Male Ho-oh: Female Celebi: Male Regirock: Male Regice: Male Registeel: Male Groudon: Male Kyogre: Female Rayquaza: Male Latios: Male Latias: Female Deoxys: Male Jirachi: Female Mesprit: Female Azelf: Female Uxie: Female Dialga: Male Palkia: Female Giratina: Female Cresselia: Female Darkrai: Male Regigigas: Male Heatran: Male Manaphy: Male Phione: Female Shaymin: Male/Female Arceus: Male Victini: Male Cobalion: Male Terrakion: Male Virizion: Female Keldeo: Male Tornadus: Male Thunderus: Male Landorus: Male Reshiram: Female Zekrom: Male Kyurem: Male Genesect: Male Xerneas: Female Yveltal: Male Since I was writing a fanfiction where all the Legendaries were present, I just decided on what gender I saw each of them as (and Xerneas/Yveltal are sort of self explanatory with the whole X/Y theme). Symphony
I don't think they need genders. I think it's beneath their concern. They're the protectors of the Pokémon world - some of the Pokémon universe! Why would they need to think about gender?
