It's a Bold HA Sylveon with perfect IVs AND heal bell, wish and hyper voice. Hyper voice and heal bell can only be gotten through BW2 move tutor, but it's really hard to get a HA eevee in BW2. There's a npc that gives a HA eevee, which I can RNG for perfect IVs/nature, but it's always male, and males can't pass their HA in Gen V, which means I can't get wish on that eevee, since wish is an egg move. It's rather complex.
