I remember back during my first or second playthrough of Emerald I decided to try to catch the level 70 Rayquaza right after the eighth gym with my team of pokemon in the low-mid 40's without using the master ball. I DON'T REMEMBER It was years ago. I tried it again with my most recent run and almost succeeded by exploiting its rest and hitting it with my Ludicolo's ice beam.
