I'd personally stick with Tomes/Scrolls and forge him a weapon if he lacks power. I was trying to figure out who was the dad that could give him that much magic and I somehow forgot Leo, even with the blond hair. But yeah, I sadly often find Leo kind of underwhelming when compared to the other Royals. I still use him in all my Conquest/Rev playthrough though.
