I would say the silver shield (+7 defense), unless you're going to use it for fighting monsters or magic users. Holy shield doesn't actually raise defense, it only lets you regenerate. But it does give you +13 defense against monsters. So unless you're going to give it to someone who needs that much defense when fighting monsters or magic users* (or you prefer 5 HP regeneration per turn over +7 defense), I'd say silver shield. *A defense bonus isn't helpful against magic users, HP regeneration is.
