The only way to not have to deal with inappropriate sprays would go to a server that outright doesn't allows sprays or one that is continually supervised by admins who kick players with inappropriate sprays. You can screencap the spray and send a report to Valve, but they probably won't do much since I'm pretty sure they don't have the amount of people necessary to deal with the sheer number of people who use offensive sprays and online interactions are not rated and like I said, the game itself is M-rated, so people should expect NSFW things cause people are dumb like that. Conga is fun though. And you should never go tryhard in a TF2 pub, you should do your own shenanigans.
