Tiers were arranged chronologically, then by preference within tier.

Honestly, PoFV is not a bad game. You might not consider it a true Touhou game (and I'd be tempted to agree), but it's nonetheless fun. It's just a bit repetitive, and Shikieiki's ridiculously cheaty AI is honestly dumb, but it's great fun if you find a human player to compete against.

I realize, I just got super annoyed trying to clear every shot type, because, as mentioned, repetitive, and I wanted to be contrary.

I feel ya. I'll admit that part was pretty annoying, but at least you're not forced to actually 1cc outside of Extra to unlock the other characters. xD

I don't get how 'repetition' is a complaint when you do the same thing in the other games.

It's a different kind of repetition. Matches in PoFV always start out exactly the same way, and there's very little variation in the bullet patterns you have to face. Outside of spellcards, most of it is just random bullet spam, and every character only has like three individual spellcards, so even those tend to repeat withhin the same match.
